ان کا کہنا ہے کہ یہ نوٹیفکیشن دراصل پیرا 18 کی سفارشات پرمبنی ہے، وزیراعظم نے پیرا 18 کی سفارشات کی منظوری دی، جس کے تحت ایکشن کے لیے وزیراعظم نے احکامات دیے ہیں۔
